A private birthday party or wedding serves a known guest list with a shared purpose. A community event serves a neighborhood — which means ages from 2 to 82, varying interests, varying tolerance for heat, and no single activity that works for everyone. The planning challenge is creating enough variety that every age group has something to do, while keeping the footprint manageable and the budget realistic.

Community events in the Greater Houston area also carry unique logistical requirements that private events do not. If the event is in a public park, a park permit and a Certificate of Insurance naming the city or county as additional insured are typically required. If inflatables are part of the event, the operator must be TDI registered. Block Party

50–300 guests typical

The most common community event format in Greater Houston neighborhoods. Typically held on a cul-de-sac, in a common area, or in a park. Needs: shade tent for dining and gathering, tables and chairs, at least one inflatable or activity for children, a food and beverage setup, and music. A DJ or curated playlist is usually sufficient. The inflatable is the draw that gets kids there; the food and conversation is what keeps adults there.

Fall Festival

The most popular community event format in Greater Houston from September through November. October dates are ideal — weather conditions are optimal with comfortable temperatures and low humidity. Fall festivals typically include multiple activity stations (inflatable zone, games zone, concession row, a main gathering tent), a stage or DJ for entertainment, and sometimes vendor or activity booths. Trunk-or-Treat

A Halloween staple in Greater Houston neighborhoods, typically held in an HOA common area, church parking lot, or community park. Runs 2 to 3 hours in the evening, typically at dusk. Needs: lighting is critical at evening events (string lights overhead or LED flood lighting for the activity area), one or two inflatables to supplement the trunk-or-treat activity, and a food or concession station. National Night Out

First Tuesday in August

National Night Out is held every year on the first Tuesday in August — which in Greater Houston means 95°F heat and maximum humidity. Cooling infrastructure is non-negotiable. An NNO event without shade and cooling equipment will empty out within the first 45 minutes. Plan for a tent with swamp coolers, shaded seating, snow cone machines for guests, and early scheduling (start at 6 PM as the heat begins to break, not 2 PM in the peak afternoon).

HOA Pool Party or Summer Splash

Pool parties at HOA amenity areas are extremely popular June through August across Greater Houston subdivisions. Adding water slides alongside the pool dramatically increases the event's appeal — kids who are already wet want the slides, and the slides give non-pool guests an activity. Casino Night

COI Requirements and Park Permits

Community events held in public parks, HOA common areas, or on property managed by a third party almost always require a Certificate of Insurance from the event rental company. Many also require a park permit or temporary event permit. These requirements exist for good reason and the process is straightforward — the complexity comes from not knowing the requirements until the day before the event.

Certificate of Insurance (COI)

A COI is a document showing the rental company's insurance coverage, policy limits, and expiration date. Most parks, HOAs, schools, and commercial properties require a COI from any vendor operating on their property. TDI Registration for Inflatables

Under Texas Occupations Code Chapter 2151, any company renting inflatables commercially must be registered with the Texas Department of Insurance. Each unit requires annual inspection, a compliance sticker, and $1,000,000 per-occurrence liability coverage minimum. Torkay Event Services is TDI registered. Park Permits in Greater Houston

Most Harris County and City of Houston parks require a Special Events Permit or Park Reservation for organized events over a threshold size — typically 50 to 75 people. Fort Bend County, Montgomery County, and City of Tomball parks have their own permit processes. Contact the specific park's managing agency at least 4 to 6 weeks before your event date to understand requirements, fees, and application timelines. Do not assume a permit is not needed — confirm it.

HOA Common Area Events

HOA-sponsored events in common areas generally do not require city or county permits if the area is private HOA property. However, the HOA itself may have guidelines governing commercial vendors, temporary structures, and inflatable equipment on its property. Confirm with the HOA board before booking. Start the permit process early. Park permit applications for popular dates in fall (October and November) and spring (March through May) can take 4 to 6 weeks to process in Harris County and many incorporated cities. A permit that is not in place by the event date means the event does not happen at that location. Apply as soon as your event date is confirmed — do not wait until you have all other details finalized.

Building an Activity Mix That Works for Every Age

The most common failure at community events is an activity mix that only works for one age group. Kids 3 to 10 are handled by bounce houses and water slides. Teens and young adults need something more competitive — obstacle courses, yard games, dunk tanks. Adults need comfortable seating, shade, food and drinks, and social space. Plan for all three tiers.

Tents, Shade, and Structure

Community events typically need a different tent strategy than private events. Rather than one large tent covering everything, most outdoor community events use a combination of a larger gathering tent and smaller shade structures positioned near activity zones. This distributes shade across a larger event footprint rather than concentrating everyone under a single canopy.

Main Gathering Tent

For the dining and social area. Size based on the number of guests who will be seated at any one time — typically 30 to 50 percent of total attendance for a community event where guests cycle through rather than sitting for the full duration. A 30x30 or 40x40 frame tent works for most block parties of 100 to 200 guests.

EZ-Up Canopies for Activity Zones

10x10 and 10x20 EZ-Up canopies placed near individual activity stations — concession station, registration table, game zone, first aid area. These are faster to set up and more portable than frame tents, making them ideal for spreading shade across a large festival footprint without requiring a crew for each one.

Food and Concessions for Community Events

Most HOA and community events handle food through a combination of grilling (managed by volunteers or board members) and concession machine rentals. Community Event Logistics

The logistics of a community event in a public park or HOA common area differ from a private backyard event in a few key ways.

Power — parks rarely have adequate outlets

Most public parks in the Greater Houston area have limited electrical access — one or two 20-amp circuits at a pavilion, if any. Running inflatables, concession machines, a DJ setup, and lighting off park power is not realistic. Budget for a generator for any community event held in a park setting. Ground staking and utility locates at parks

Public parks have underground irrigation systems, electrical conduit for park lighting, and drainage infrastructure that is not always clearly mapped. Call 811 at least 3 business days before tent or inflatable setup at any park. Many parks also require confirmation from their maintenance department that the setup area is clear of underground infrastructure — ask the park permit office when you apply. Restrooms at park events

Most public parks have existing restroom facilities — confirm they will be unlocked and accessible for your event before relying on them. For larger events where park restrooms are insufficient or far from the event area, supplemental porta potties positioned near the event footprint are the practical solution. Traffic flow and parking at community events

Community events draw staggered arrival traffic over a 2 to 4-hour window rather than everyone arriving at once. That reduces parking pressure relative to a private event with a fixed start time. Still, for events of 200 or more guests, identify overflow parking options and communicate them in your event announcement. Trash management

Community events generate significant trash — particularly events with concessions and children. Place trash cans throughout the event footprint rather than in a single location.
